Who Feeds the Trolls ?

چکیده
Leveraging random examiner assignment and detailed patent prosecution data, we nd that nonpracticing entities (NPEs) purchase patents granted by examiners that tend to issue incremental patents with vaguely-worded claims. In comparison, practicing entities purchase a very di erent set of patents, but assert patents similar to those purchased by NPEs. These results show that on average NPEs purchase and assert patents productive for litigation but lacking technological merit, thus adding to overall litigation fees without providing incentives for high-quality innovations. Their activities are in part the symptom of a broader problem with the issuance of ill-de ned intellectual property rights, which leads to (likely ine cient) litigation even among practicing entities. A cost-bene t calibration shows that investments in improving examination quality at the United States Patent O ce would have large social returns. ∗We thank Philippe Aghion, Joseph Bailey, Gary Chamberlain, Raj Chetty, Lauren Cohen, Ken Felter, Lee Fleming, Ed Glaeser, Stu Graham, Stephen Haber, Nathan Hendren, Bill Kerr, Robert Kimble, Scott Kominers, Mark Lemley, Josh Lerner, Guan-Cheng Li, Alan Marco, Filippo Mezzanotti, Richard Miller, Markus Mobius, Amanda Myers, Alexandra Roulet, Joshua Sarno , Asrat Tesfayesus and seminar participants at the NBER Productivity Lunch Seminar, USPTO Visiting Speaker Series, Harvard Labor Lunch, and Harvard IO Lunch for thoughtful discussions and comments. We are particularly grateful to Michael Frakes and Melissa Wasserman for sharing their data on examiners' blocking actions. In addition, we would like to thank RPX Corporation for providing data on IP litigations and non-practicing entities. Exposing Paid Opinion Manipulation Trolls
Recently, Web forums have been invaded by opinion manipulation trolls. Some trolls try to influence the other users driven by their own convictions, while in other cases they can be organized and paid, e.g., by a political party or a PR agency that gives them specific instructions what to write. Finding paid trolls automatically using machine learning is a hard task, as there is no enough train...
متن کاملBeyond vandalism: Wikipedia trolls
Research on trolls is scarce, but their activities challenge online communities; one of the main challenges of the Wikipedia community is to fight against vandalism and trolls. This study identifies Wikipedia trolls' behaviours and motivations, and compares and contrasts hackers with trolls; it extends our knowledge about this type of vandalism and concludes that Wikipedia trolls are one type o...
متن کاملHunting for Troll Comments in News Community Forums
There are different definitions of what a troll is. Certainly, a troll can be somebody who teases people to make them angry, or somebody who offends people, or somebody who wants to dominate any single discussion, or somebody who tries to manipulate people’s opinion (sometimes for money), etc. The last definition is the one that dominates the public discourse in Bulgaria and Eastern Europe, and...
متن کاملApplication of neural networks to identify trolls in social networks
In this paper we developed and tested a new algorithm of detecting in social networks users (so-called trolls) who behave in an insulting and provocative way towards other users. In order to detect trolls it is proposed to unite users in groups where all the members have a similar way of communicating. Defining the number of group and distributing the users into these groups is carried out auto...
متن کاملFinding Opinion Manipulation Trolls in News Community Forums
The emergence of user forums in electronic news media has given rise to the proliferation of opinion manipulation trolls. Finding such trolls automatically is a hard task, as there is no easy way to recognize or even to define what they are; this also makes it hard to get training and testing data. We solve this issue pragmatically: we assume that a user who is called a troll by several people ...
متن کاملAutomated Generation of Timestamped Patent Abstracts at Scale to Outsmart Patent-Trolls
The fundamental idea of patent systems is to protect inventors who have invested resources during the development of their invention. Patent trolls abuse these systems by filing obvious patents with significantly less cost and usually without the intention to produce or offer the invention. Instead, patent trolls sue other companies that allegedly violate their obvious patents. We propose a met...
